What is Transnational Qualification Delivery?
Transnational qualification delivery in the VET sector means an Australian Registered Training Organisation (RTO) delivers an Australian nationally recognised VET qualification, skill set, or unit of competency to students outside Australia, either directly or through an overseas partner institution.
ASQA is the Australian Skills Quality Authority, the national regulator for most Australian VET providers. ASQA regulates RTOs that deliver VET qualifications and also regulates providers delivering VET to overseas students where ESOS/CRICOS requirements apply.
Transnational delivery program
What is “ASQA-approved transnational delivery”?
The term “transnational qualification delivery” does not mean that ASQA issues a separate general licence called “transnational qualification approval” for every offshore delivery arrangement. In practice, it means that the Registered Training Organisation must ensure it is properly authorised, compliant, and able to demonstrate that all offshore delivery arrangements meet Australian VET regulatory requirements. This normally includes compliance in the following areas:
- The qualification must be listed on the RTO’s current scope of registration.
- The RTO must have appropriate governance and quality assurance systems in place.
- Training and assessment must meet the requirements of the relevant training package.
- Trainers and assessors must meet Australian VET competency and currency requirements.
- Student enrolment, support, assessment, records, certification, and reporting must comply with ASQA requirements.
- Any third-party or offshore partner arrangement must be formally documented, monitored, and quality assured by the RTO.
- The RTO remains fully responsible for the quality, compliance, and integrity of the qualification delivered offshore.

Authorisation & Compliance Requirements
The RTO must be registered with ASQA
- The organisation must be a current RTO and must comply with the VET Quality Framework and the Standards for RTOs. ASQA states that the VET Quality Framework is used to ensure consistency in registering and monitoring RTOs and enforcing standards in the VET sector.
The qualification must be on the RTO’s scope of registration
- The RTO can only deliver and issue nationally recognised qualifications, units, or skill sets that are listed on its approved scope of registration. ASQA guidance also confirms that if a unit is not on scope, the RTO must apply to add it before delivery.

- Eligible students continue to receive ongoing Priority 1 visa processing under the 2026 managed growth arrangements published by DEWR.
- Key requirements: offshore face-to-face delivery of NRT, no more than 60% completed in Australia, ASQA notification, and CRICOS listing.
Offshore delivery locations must be declared/updated
If the RTO uses overseas delivery locations on an ongoing basis, ASQA requires delivery locations to be kept updated, including locations in Australia and offshore, and locations used by third parties.
If a third-party overseas college is involved, the RTO remains responsible
The overseas partner may provide facilities, trainers, student support, marketing, or practical training support, but the Australian RTO remains responsible for training quality, assessment, certification, compliance, student information, and monitoring. ASQA’s accountability guidance refers to due diligence, notifying ASQA of third-party arrangements, making students aware of third-party involvement, and confirming that AQF certification is issued by the RTO, not the third party.
Assessment must meet Australian VET standards
The RTO must ensure all assessments are valid, reliable, fair, and flexible. Students offshore must be assessed against the same unit requirements and training package standards as students in Australia. ASQA’s assessment guidance refers to assessment being conducted according to required principles, including fairness and reasonable adjustment.
CRICOS/ESOS may apply depending on the student location
If the students are in Australia on a student visa, the provider must be registered on CRICOS and comply with the ESOS Framework. ASQA confirms that RTOs delivering VET training and assessment to overseas students must be registered on CRICOS and comply with ESOS requirements.
For students studying offshore in their own country, the arrangement is generally treated as offshore/transnational VET delivery, but the RTO still remains responsible for VET quality, scope, trainers, assessment, records, certification, marketing accuracy, and third-party control.
