The future of vocational education is increasingly global.

Australian RTOs have the opportunity to share high-quality, practical training with international students through well-planned transnational delivery partnerships. However, success depends on selecting the right overseas partners, maintaining strong compliance controls, and ensuring that the quality of training and assessment is never compromised.

Skills Development Academy (SDA), led by Dr Suda Udaya, provides professional consultancy services to support Australian Registered Training Organisations (RTOs) seeking to explore transnational VET qualification delivery opportunities in overseas markets.

Transnational VET delivery refers to the delivery of Australian nationally recognised vocational education and training qualifications outside Australia by an Australian RTO, either directly or through an approved offshore partner institution. This model allows international students to access Australian-standard training in their own country, while maintaining the quality, compliance, assessment integrity, and certification requirements expected under the Australian VET system.

Professional meeting

Through this consultancy service, Dr Suda assists RTOs in identifying, assessing, and connecting with suitable overseas education and training partners that may be able to support offshore delivery. These partners may include private training institutions, technical colleges, nursing and healthcare colleges, construction training centres, universities, and other tertiary education providers with appropriate facilities, student networks, and local market access.

SDA’s consultancy support may include:

  • Identifying potential overseas partner institutions
  • Reviewing partner facilities, training capacity, and market suitability

Vision

To support international education providers in achieving globally respected education quality standards through structured systems, practical compliance frameworks, and industry-aligned academic delivery.

Under a transnational delivery model, the Australian RTO must hold the relevant qualification within its scope of registration and remain responsible for training and assessment quality, certification, student records, compliance monitoring, and any third-party delivery arrangements. SDA supports RTOs and overseas partners to understand these responsibilities clearly before entering into any formal collaboration.

Dr Suda Udaya brings extensive experience in vocational education, training and assessment, RTO operations, construction education, curriculum development, compliance systems, and international education pathway planning. His consultancy approach is practical, compliance-aware, and focused on creating sustainable partnerships between Australian education providers and reputable overseas institutions.

About ASQA

What is Transnational Qualification Delivery?

In simple terms, it is offshore delivery of Australian VET qualifications.

Transnational qualification delivery in the VET sector means an Australian Registered Training Organisation (RTO) delivers an Australian nationally recognised VET qualification, skill set, or unit of competency to students outside Australia, either directly or through an overseas partner institution.

ASQA is the Australian Skills Quality Authority, the national regulator for most Australian VET providers. ASQA regulates RTOs that deliver VET qualifications and also regulates providers delivering VET to overseas students where ESOS/CRICOS requirements apply.

Program

Transnational delivery program

What is “ASQA-approved transnational delivery”?

The term “transnational qualification delivery” does not mean that ASQA issues a separate general licence called “transnational qualification approval” for every offshore delivery arrangement. In practice, it means that the Registered Training Organisation must ensure it is properly authorised, compliant, and able to demonstrate that all offshore delivery arrangements meet Australian VET regulatory requirements. This normally includes compliance in the following areas:

  1. The qualification must be listed on the RTO’s current scope of registration.
  2. The RTO must have appropriate governance and quality assurance systems in place.
  3. Training and assessment must meet the requirements of the relevant training package.
  4. Trainers and assessors must meet Australian VET competency and currency requirements.
  5. Student enrolment, support, assessment, records, certification, and reporting must comply with ASQA requirements.
  6. Any third-party or offshore partner arrangement must be formally documented, monitored, and quality assured by the RTO.
  7. The RTO remains fully responsible for the quality, compliance, and integrity of the qualification delivered offshore.

Therefore, transnational delivery is not simply a marketing arrangement. It is a regulated delivery model that requires careful planning, strong documentation, compliant systems, and ongoing monitoring by the Australian RTO.

Compliance Areas

Authorisation & Compliance Requirements

The RTO must be registered with ASQA

  • The organisation must be a current RTO and must comply with the VET Quality Framework and the Standards for RTOs. ASQA states that the VET Quality Framework is used to ensure consistency in registering and monitoring RTOs and enforcing standards in the VET sector.

The qualification must be on the RTO’s scope of registration

  • The RTO can only deliver and issue nationally recognised qualifications, units, or skill sets that are listed on its approved scope of registration. ASQA guidance also confirms that if a unit is not on scope, the RTO must apply to add it before delivery.

2026 Arrangements – Government Factsheet

  • Eligible students continue to receive ongoing Priority 1 visa processing under the 2026 managed growth arrangements published by DEWR.
  • Key requirements: offshore face-to-face delivery of NRT, no more than 60% completed in Australia, ASQA notification, and CRICOS listing.

Offshore delivery locations must be declared/updated

If the RTO uses overseas delivery locations on an ongoing basis, ASQA requires delivery locations to be kept updated, including locations in Australia and offshore, and locations used by third parties.

If a third-party overseas college is involved, the RTO remains responsible

The overseas partner may provide facilities, trainers, student support, marketing, or practical training support, but the Australian RTO remains responsible for training quality, assessment, certification, compliance, student information, and monitoring. ASQA’s accountability guidance refers to due diligence, notifying ASQA of third-party arrangements, making students aware of third-party involvement, and confirming that AQF certification is issued by the RTO, not the third party.

Assessment must meet Australian VET standards

The RTO must ensure all assessments are valid, reliable, fair, and flexible. Students offshore must be assessed against the same unit requirements and training package standards as students in Australia. ASQA’s assessment guidance refers to assessment being conducted according to required principles, including fairness and reasonable adjustment.

CRICOS/ESOS may apply depending on the student location

If the students are in Australia on a student visa, the provider must be registered on CRICOS and comply with the ESOS Framework. ASQA confirms that RTOs delivering VET training and assessment to overseas students must be registered on CRICOS and comply with ESOS requirements.

For students studying offshore in their own country, the arrangement is generally treated as offshore/transnational VET delivery, but the RTO still remains responsible for VET quality, scope, trainers, assessment, records, certification, marketing accuracy, and third-party control.

Quality Alignment

How Offshore Institutions Can Align Their Tertiary Programs with Australian ASQA-Style Standards

To assess whether a tertiary education program developed and delivered in another country is reaching Australian ASQA-style standards, you need to evaluate it across several quality areas used in Australia’s vocational education and higher education systems.

First, it is important to understand that the Australian Skills Quality Authority (ASQA) regulates Vocational Education and Training (VET) providers in Australia under the Standards for Registered Training Organisations (RTOs).

You can compare an overseas program against these benchmarks.

Key Areas to Assess

Eight Quality Areas for Benchmarking

1

Qualification Structure and Outcomes

Check whether the program has:

  • Clear qualification levels
  • Defined learning outcomes
  • Industry-relevant competencies
  • Assessment requirements
  • Graduate employability focus

Compare the overseas qualification with the:

  • Australian Qualifications Framework (AQF)
Questions to ask:
  • Is the qualification equivalent to AQF Certificate, Diploma, Bachelor, or Masters levels?
  • Are learning outcomes measurable?
  • Are skills competency-based?
2

Curriculum and Course Design

A quality Australian-standard program should include:

  • Structured units/modules
  • Learning outcomes for every subject
  • Industry consultation
  • Current and updated content
  • Practical and theoretical balance
Look for:
  • Mapping between units and competencies
  • Industry advisory boards
  • Review cycles
  • Evidence of continuous improvement
Warning Signs
  • Outdated content
  • No industry involvement
  • No practical training
  • Heavy theory without competency assessment
3

Trainer and Assessor Qualifications

Under Australian standards, trainers normally require:

  • Vocational competency
  • Industry experience
  • Training qualifications
For VET systems this often includes:
  • Certificate IV in Training and Assessment or equivalent

Assess:

  • Academic qualifications
  • Industry currency
  • Teaching experience
  • Professional development records
4

Assessment System

This is one of the most important areas. Australian systems require assessment to be:

  • Valid
  • Reliable
  • Fair
  • Flexible

Check whether the overseas provider has:

  • Assessment moderation
  • Validation processes
  • Marking guides/rubrics
  • Practical demonstrations
  • Workplace assessments
Questions:
  • Are students assessed on real skills?
  • Is plagiarism controlled?
  • Is competency independently verified?
5

Student Support and Administration

Australian-quality providers normally have:

  • Student orientation
  • Academic support
  • Complaints and appeals systems
  • Student records management
  • Attendance monitoring
  • Welfare support
Assess:
  • Enrolment procedures
  • LMS systems
  • Academic monitoring
  • Feedback systems
6

Industry Engagement

Australian VET quality heavily depends on industry relevance. Check whether the provider:

  • Consults employers
  • Uses workplace learning
  • Offers internships
  • Tracks graduate employment
Evidence can include:
  • MOUs with companies
  • Employer feedback
  • Graduate destination surveys
7

Governance and Quality Assurance

Look for systems similar to Australian compliance frameworks:

  • Internal audits
  • Policies and procedures
  • Risk management
  • Continuous improvement registers
  • Academic boards
  • External review panels
Ask for:
  • Quality manuals
  • Audit reports
  • Policy documents
  • Strategic plans
8

Delivery Environment

Assess whether delivery systems match Australian expectations:

Face-to-face:
  • Facilities
  • Labs
  • Equipment
  • Safety standards
Online delivery:
  • LMS quality
  • Student engagement
  • Attendance tracking
  • Assessment integrity

Practical Example

Practical example

An Australian RTO has CPC30220 Certificate III in Carpentry on its scope.

The RTO enters into an agreement with a training institute in Sri Lanka. The Sri Lankan institute provides:

  • Classrooms
  • Workshop facilities
  • Local student support
  • Practical training environment
  • Administrative assistance

The Australian RTO provides:

  • Approved training and assessment strategy
  • Learning and assessment resources
  • Trainer/assessor approval and supervision
  • Assessment validation
  • Student record management
  • AQF certification
  • Compliance monitoring
  • Reporting and quality assurance

This would be a transnational VET delivery model.

Training institute
Important compliance point

The overseas institute cannot claim that it independently awards the Australian qualification unless it is itself an Australian RTO with that qualification on scope. The Australian qualification must be issued by the Australian RTO that holds the scope approval.

Transnational VET qualification delivery refers to the delivery of Australian nationally recognised vocational education and training qualifications outside Australia by an ASQA-registered RTO, either directly or through an approved offshore third-party partner. The Australian RTO must hold the qualification on its scope of registration and remains fully responsible for training quality, assessment integrity, student support, records, compliance, certification, and ongoing monitoring of any overseas delivery partner.

Expanding Australian VET Qualifications Through Transnational Delivery: A New Opportunity for RTOs

Australian vocational education and training has a strong reputation across many international markets. As demand grows for practical, industry-linked qualifications, there is an increasing opportunity for Australian Registered Training Organisations to explore transnational VET qualification delivery through suitable overseas partners.

Transnational VET delivery refers to the delivery of Australian nationally recognised vocational education and training qualifications outside Australia by an Australian RTO, either directly or through an approved offshore partner institution.

This model allows students in overseas markets to access Australian-standard training in their own country, while the Australian RTO maintains responsibility for quality, assessment integrity, student records, certification, and compliance requirements.

Why Transnational VET Delivery Matters

Many overseas students are looking for practical qualifications that can support employment, career progression, further study, and international education pathways.

At the same time, many overseas institutions already have strong local student networks, classrooms, workshops, laboratories, healthcare training environments, and community connections. However, they may not have access to Australian nationally recognised qualification frameworks.

This creates an opportunity for collaboration.

Australian RTOs can bring the qualification, compliance framework, training and assessment standards, certification authority, and quality assurance systems.

Overseas partners can bring local delivery infrastructure, student access, practical facilities, market knowledge, and operational support.

When structured correctly, this can create a sustainable and mutually beneficial education partnership.

Global education

Compliance Must Remain at the Centre

Transnational VET delivery is not simply a marketing arrangement. It must be carefully planned and managed.

The Australian RTO must hold the relevant qualification on its scope of registration and remains responsible for:

  • Training and assessment quality
  • Assessment validation and integrity
  • Trainer and assessor suitability
  • Student records
  • AQF certification
  • Monitoring of third-party arrangements
  • Accurate marketing and student information
  • Ongoing compliance with the Australian VET framework

An overseas partner may support delivery, facilities, administration, recruitment, practical training environments, or student engagement. However, the Australian qualification must be issued by the Australian RTO that holds the qualification on scope.

This is why careful partner selection, due diligence, and compliance-aware documentation are essential before any offshore delivery model is established.
